An update on the effectiveness of private voluntary organizations (PVO"s) is presented in the form of five sector-specific papers which assess PVO performance in: (1) small enterprise promotion; (2) health and nutrition; (3) water and sanitation; (4) agroforestry; and (5) animal agriculture.

Abstract
Each paper explores evidence of PVO effectiveness within the framework of the four pillars of A.I.D."s development strategy - policy dialogue, institutional development, technology transfer, and reliance on the private sector - and evaluates PVO strengths and weaknesses. The update finds that, overall, PVO"s are effective in conducting low-cost, rural-based, innovative projects which complement official development programs; PVO"s, in particular, tend to serve the neediest and most remote populations. At the same time, the location and methods of PVO projects tend to limit project replicability and sustainability.
