USAID. MISSION TO PHILIPPINES
GRANT IS PROVIDED TO THE GOVT OF THE PHILIPPINES TO: 1) REPAIR AND REHABILITATE 30 FLOOD CONTROL PROJECTS AND NATIONAL IRRIGATION SYSTEMS MOST SEVERELY DAMAGED BY THE MAY 1976 TYPHOON (DIDANG); AND 2) CONDUCT A HYDROLOGICAL STUDY WHICH WILL SERVE TO UPDATE OVERALL FLOOD CONTROL PLANS FOR CENTRAL LUZON.

Abstract
THE FLOOD CONTROL REHABILITATION ELEMENT OF THE PROJECT WILL CONSIST OF LEVEE REPAIR & RAISING, CONSTRUCTION OF SPUR DIKES TO PROTECT AREAS SUBJECT TO SERIOUS EROSION, INSTALLATION OF BOULDER RIP-RAP AT CRITICAL SECTIONS, AND CONSTRUCTION OF REVETMENT EXTENSIONS. THE NATIONAL IRRIGATION SYSTEMS TARGETED FOR REPAIR ARE THOSE MEDIUM-SIZED SYSTEMS WHICH WERE CONSTRUCTED AND MAINTAINED BY THE GOP"S NATIONAL IRRIGATION ADMINISTRATION. SOME OF THE SYSTEMS DAMAGED BY THE 1976 FLOODING HAD ALSO BEEN DAMAGED BY THE 1972 FLOODS AND HAD BEEN REPAIRED THEN UNDER THE USAID DISASTER RECOVERY PROGRAM. PLANS, SPECIFICATIONS, AND COST ESTIMATES FOR ALL THE REHABILITATION SUB-PROJECTS WILL BE DEVELOPED BY THE NATL IRRIG ADMIN AND THE GOP BUREAU OF PUBLIC WORKS AND SUBMITTED TO A USAID ENGINEERING TEAM FOR REVIEW AND APPROVAL. THIS TEAM, SUBSEQUENTLY, WILL MONITOR THE CONSTRUCTION WORK. A FLOOD CONTROL ADVISOR FROM THE US ARMY CORPS OF ENGINEERS WILL BE FUNDED BY THE PROJECT TO BOLSTER THE EXISTING ENGINEERING TEAM (GENERAL ENGINEERING OFFICER, CIVIL ENGINEER, AND 3 LOCAL-HIRE ENGINEERS). THE CENTRAL LUZON FLOOD CONTROL STUDY WILL INVOLVE A COMPREHENSIVE REVIEW OF HYDROLOGICAL DATA, DESIGN FLOOD COMPUTATIONS, AND ROUTING STUDIES ACCOMPLISHED THROUGH MATH MODELLING OF THE BASIN FOR EXISTING CONDITIONS OF DEVELOPMENT. PARTICULAR ATTENTION WILL BE FOCUSSED ON DESIGN FLOOD ELEVATIONS RELATIVE TO DESIGN HEIGHTS OF EXISTING LEVEES. AN INSTITUTION SUCH AS THE ASIAN INSTITUTE OF TECHNOLOGY WILL BE CONTRACTED TO IMPLEMENT THIS STUDY.
