Abstract
The DEC will expand the existing TKPK staff to 150, establishing a permanent Center for the Development of Educational Communications Media (CDECM). The CDECM will both identify development areas in which the use of educational technology and communications strategies might be useful, as well as analyze the nation"s telecommunications systems to determine its capacity to serve as a transmittor of education. The CDECM"s primary function will be media production, including audio/visual materials, print materials, and educational radio and television programming. For example, the Center will produce 20 hours of 20-30 minute TV programs informing audiences of the DEC"s PENMAS program (rural community education), and another 25 hours of actual radio education programming. The Center will expand its radio training program for primary teachers from 11 provinces to all 27, benefitting approximately 100,000 persons. It will produce a pilot radio program aimed at out-of-school-youth (junior secondary level) in five provinces; and will assist colleges and universities to improve their instructon and train students in the use of communications media. The Center will maintain contact with provincial CED branches, working to standardize A/V equipment and facilities. The Center will also provide training both for internal staff development and for personnel from other GOI agencies. In addition, the Center will establish a print and media communications library; publish a newsletter; and maintain liaison with international and U.S. organizations involved in educatonal communications technology. Finally, the Center will conduct research studies on the use of communications technology in the Indonesian educational system. A.I.D. will provide Ph.D training for eight staff members and M.S. training for 18 others. In addition, A.I.D. will assign U.S. advisors, and will offer short-term training in the U.S. and third countries.
