Abstract
WORK PLAN INCLUDED INTERVIEWS WITH OFFICERS OF MOE AND AID, PEMEP PERSONNEL INCLUDING SCHOOL DIRECTOR, STUDENTS, PARENTS AND LOCAL AUTHORITIES. DISCUSSES MOST IMPORTANT INTERVIEWS. QUALITATIVE EVALUATION OF MATERIAL/PHYSICAL RESOURCES AND HUMAN RESOURCES, PEMEP ADMINISTERED 2 NORMAL SCHOOLS, PILOT AND REGIONAL SCHOOLS THROUGHOUT VARIOUS DEPARTMENTS. RESPONSIBILITY FOR CONSTRUCTION OF SCHOOLS WAS TRANSFERRED TO CEEP (MINISTRY OF COMMUNICATIONS AND PUBLIC WORKS COMMITTEE). IN OPINION OF PEMEP AUTHORITIES, TRANSFER MADE JOB SLIGHTLY MORE DIFFICULT WITH RESPECT TO COMMUNICATIONS, PAPERWORK AND PROCESSING OF DOCUMENTS. RECOMMENDED THAT CEEP OFFICES BE LOCATED IN SAME BUILDING AS PEMEP. REPORT INCLUDES PEMEP ORGANIZATIONAL CHART. EVALUATION RECOMMENDS ADMINISTRATIVE RESTRUCTURING TO BETTER UTILIZE MANPOWER. DISCUSSES UTILIZATION OF PERSONNEL IN PILOT AND REGIONAL SCHOOLS. ONLY 55% OF PLANNED CONSTRUCTION WAS CARRIED OUT. TWENTY-SEVEN REGIONAL ELEMENTARY SCHOOLS WERE CONSTRUCTED AND 16 ENLARGED. VISITS TO NEWLY CONSTRUCTED SCHOOLS REVEALED THAT THEY WERE WELL CONSTRUCTED. EQUIPMENT AND MATERIALS WERE OF GOOD QUALITY AND IN SUFFICIENT AMOUNTS. TEXTBOOK PUBLICATION ACTIVITIES RESULTED IN 47 PUBLICATIONS INCLUDING BOTH TEXTBOOKS AND TEACHERS GUIDES. TEXTBOOKS WERE ORIGINALLY DESIGNED AND ELABORATED BY ODECA/ROCAP PROGRAM, THEREAFTER MOE OBTAINED COPYRIGHT. TEACHERS REPORTED TO BE SATISFIED WITH QUALITY OF TEXTBOOKS. IN SPECIAL CASES, EFFICIENT USE OF TEXTBOOKS WAS DIMINISHED BY LACK OF DIRECTION AND PREPARATION OF TEACHERS. DIDACTIC MATERIALS AND AUDIOVISUAL AIDS WERE SCARCE. DISCUSSES PROJECT IMPACT FROM POINT OF VIEW OF EFFECT ON NATIONAL EDUCATION ENVIRONMENT AND COMMUNITY ACCEPTANCE.
