Abstract
Economic Support Fund (ESF) and Housing Guaranty (HG) funds will be provided to repair 1,500 houses and reconstruct 1,000 houses, with loan reflows used to construct community infrastructure. The GOT Ministry of Housing will coordinate implementation. Economic Support Funds will be channeled through the Fond Nationale d"Amelioration de l"Habitat (FANH) and used to provide at least 1,500 loans of up to TD 300 for housing repairs; FNAH will use its own resources to supplement A.I.D. funds when loans over TD 300 are necessary. Eligibility for loans will be based on damage surveys conducted by MOH and local officials. Special loan provisions will enable the neediest families, those who would not ordinarily qualify for loans, to be helped. Reflows from these loans will be used by FNAH to provide 5-year loans to municipalities for maintenance and rehabilitation of community infrastructure, e.g., secondary storm water drainage and serwerage systems. To help the GOT respond to the need for repacement housing, ESF and HG funds (the latter from project 664HG04) will be channeled through the Caisse Nationale d"Epargne Logement (CNEL) to finance grants and loans to flood victims to help them rebuild their homes. Benefiting families will receive up to 3,000 TD each. Since most of the houses destroyed by the floods were squatter units, this component as well will target the very poor; beneficiaries" annual household income may not exceed TD 1500. Approximately 1,000 housing units, typically consisting of a 25-square-meter expandable core, will be reconstructed. Where feasible, beneficiaries will build the new houses themselves on their own sites; when this is not feasible, sites or core houses will be provided by GOT entities.
