Final report by Feed the Children/Europe (FTC/E) on a grant to provide warm boots and winter jackets to children aged 5-14 in areas of Bosnia with supplementary feeding and hygiene programs for internally displaced persons, including Bihac, Tuzla, Banja Luka, Vitez, Bugojno, and Velika Kladusa.

Abstract
The program was extremely successful. FTC/E distributed 114,000 boots and socks and 3,140 winter jackets; the distribution was targeted to the most vulnerable children and 90% of the recipients were of primary school age. Not only did the program help them to withstand a very long, hard winter, it enabled them to attend school. Unfortunately, the program got a late start due to a delay in funding, so the distribution was not possible before the onset of the coldest weather. Some intended beneficiaries had already received boots and underwear from other organizations. (Originally, FTC/E planned to also distribute underwear.) At the time, there was a flood of aid being provided across Bosnia by well-meaning organizations, but with a complete lack of coordination. Nevertheless, there was a great deal of need in many areas, and FTC/E was able to adjust its program to meet this need (e.g., by substituting socks for underwear).
