Abstract
The project aimed to insert at-risk youth into target economy sectors. Research and documentation efforts were conducted to identify studies, legislation, and legislation related to the enabling environment for workforce development. Criteria were developed with USAID to select municipalities for the market assessment. Successful experiences of USAID's workforce development initiatives in Costa Rica, Chile, and Chile were researched and analyzed. The D'Jordan's Technical Vocational Education and Training Capacity Assessment was studied as a benchmark for ETP in El Salvador. Meetings were held with INSAFOR to present the Activity and seek initial collaboration. The Guide to Cross Sectorial Youth Assessment was reviewed, and a directory of service providers for at-risk youth was initiated. Donor programs and projects in employment, entrepreneurship, and entrepreneurship for youth were identified. The participatory youth assessment was planned, allowing at-risk youth to express their needs related to formal employment and entrepreneurship activities. Private sector firms were identified for initial meetings to be held in the following month. The plan for the private sector scan was initiated to identify private sector hiring practices, at-risk employment projects, and possible counterpart contributions. Contacts were made with organizations advocating for the rights of LGBTI persons, serving as a reference point for the design of assessment tools, particularly the participatory youth assessment and the assessment of hiring and retention practices in the private and public sectors.
