Abstract
The program was established in response to deficiencies in the housing and civil construction of the EKAM settlement, which was built between October 2011 and October 2013. The program's objectives include inspecting the EKAM site, providing architectural and engineering recommendations, managing and supervising remedial works, and providing support to USAID for contractual adjustments. Tetra Tech, the contractor, continues to provide construction supervision for both DFS and CEEPCO, with DFS substantially completing their current work at Terrier Rouge and CEEPCO substantially completing their work at Terrier Rouge and Ouanaminthe. At Caracol EKAM, DFS has completed the shear walls on the model houses and begun shear wall installations to the houses in Phase 1 of their work. Tetra Tech has completed inspecting the majority of the houses, with the remaining houses requiring inspection due to unavailability for inspection. DFS has also completed remedial welding at the water tower and needs to repair the ladder safety cage. Tetra Tech will provide a substantial completion inspection for the water tower work once these items are completed. Tetra Tech has been moving forward with testing at the proposed leach field area to determine if a leach field is a viable alternative to a sand mound system. Test borings were drilled and soil samples were sent out for testing, with the results determining the viability of the leach field. A monitoring well was installed to determine the groundwater level. Tetra Tech also provided USAID with design schedules for the sanitary design and the onsite and off-site drainage designs. In terms of financial status, the estimated cost through March 31, 2016, is shown in the table below, with a burn down chart provided as Attachment 1. The total costs incurred are $X, with $Y remaining. The program's financial status is being closely monitored, with a focus on ensuring that the program remains within budget. The program has several issues requiring the attention of USAID, including a response to CEEPCO's Quality Control Monitoring Report, which was submitted on April 27, 2016. Tetra Tech has also reminded DFS that they still have several outstanding housing submittals. Additionally, DFS's request for a time extension is excessive based on the modifications being reviewed. Overall, the program is making progress in addressing the deficiencies in the EKAM settlement, with a focus on ensuring that the remedial works are completed to a high standard. The program's financial status is being closely monitored, with a focus on ensuring that the program remains within budget.
