Given the importance of a code of ethics to the development of democracy in South Africa, the National Democratic Institute for International Affairs (NDI) has created an Ethics Resource Team (ERT), a cadre of international practitioners and experts who can supply the South African parliament with information and advisory opinions on emerging ethical issues.

Abstract
The ERT provides two forms of assistance. The first is comparative information, compiled by NDI"s professional research staff in Washington, D.C. This report includes 3 charts comparing ethics rules and laws that have been passed in 10 other countries. The charts compare what interests are required to be declared, methods of implementing ethical rules and laws, and sanctioning mechanisms. Accompanying the charts is an Ethics Resource Book, which includes the actual rules and laws from the 10 countries. The second form of assistance is the regular advisory opinions provided by the ERT experts and practitioners who have agreed to follow South Africa"s ethics debate. The process of this assistance is as follows. NDI staff in Cape Town send memoranda to ERT members about developments in the ethics debate, including questions raised by members of parliament. The ERT members respond with short papers. The opinions contained in these papers are entirely those of the ERT team; NDI does not advocate any particular political position, but wishes to present a range of informed opinions and options to inform the ethics debate. In fact, within this report, the reader may find that team members disagree. The first section of this report presents the comparative charts, while the second includes the advisory responses of the ERT team. (Author abstract, modified)
