Abstract
It focuses both on project level decisions and on planning, programming and budgetary decisions for the road network as a whole. The first year of the program consisted of four tasks-1) modification of an existing project evaluation model-the Highway Cost Model-to reflect recent research in road deterioration and user costs; 2) demonstration of the usefulness of the model in assessing road construction projects in East Africa; 3) building institutional linkages for subsequent use of the model within the highway department of an East African country: 4) the development of a framework for making planning, programming, and budgetary decisions for road networks.
