Abstract
The Jamaica Rural Community Education Project was selected as the test site. This evaluation included review of the annual report, progress reports, the original research proposal, the contract & the initial draft of the state-of-the-art study. The review of the original project plan & the annual report was conducted on-campus 5/31-6/1/78. When the project was initially reviewed by RAC (Research Advisory Committee), the general consensus was that the 2-yr time frame was too tight. This evaluation has substantiated the need for an extension. As a result, the implementation time-table has been changed and a no-cost extension was executed. A succession of problems beyond the control of both AID or Tuskegee delayed the field aspect of the project. The first cause of delay was the national elections and the ensuing instability. The second resulted from extensive personnel shifts in the govt agency with which Tuskegee was working. The GOJ had difficulty identifying personnel to come to the US to visit community education programs and formulate work plans with Tuskegee. GOJ also had difficulty identifying appropriate counterparts to work with the Tuskegee staff in Jamaica.
