Abstract
Evaluation format is based on the logframe, containing statements of progress at each level (goal, purpose and outputs). Information presented is the result of a conscious use of management by exception to locate weakness and difficulties in the health program. Evaluators note marked improvements in the health sector, especially in the development of information systems and in improving the planning and implementation of health facility construction. Additional attention was given to human resources development and the regionalization scheme by the planning office in the Ministry of Health. These activities are expected to result in greater integration of planning at the regional level and human resources and equipment more in line with updated policies and priorities. Several problems are also noted. A change in govt in August, 1974 caused a 6-9 month slow down in the health sector. Vacancies created by people leaving their positions due to the change were not quickly filled. In addition, the immediate emphasis of the new administration on fiscal reform and reduction of investment to control inflation did little to enhance the possibility of short-term progress in the health sector. The requirement of sector activity progress reports is seen as having a salutary effect on the GOC ability to deal with the health sector in a more systematic fashion. Although not uniformly complied with, the conditions of the loan provided a useful framework within which to maintain support for essential elements of GOC health policy.
