Final evaluation of a project to support a nonpartisan voter education program related to the 10/88 plebiscite in Chile.

Abstract
The project was implemented by the Inter-American Institute of Human Rights (IIHR). External evaluation covers the period 12/87-2/89. The project was implemented efficiently, professionally, and with the participation of Chileans from all political parties and regions of the country. The IIHR promoted its message through the mass media, rock concerts, mock elections, debates, and public meetings. Results far exceeded expectations. Civic education activities were carried out peacefully without government intervention; public debates and other open activities were well attended all over the country, with people defending both sides of the plebiscite options; and most important, the Chilean people regained confidence in the democratic electoral process. Voter registration increased from 4.5 million to 7.5 million during the life of the project. Of those registered, 97% cast their vote on the day of the plebiscite. Many people involved in the project also participated in a "fast-count" activity which accurately projected the results as early as 9pm on the day of the plebiscite. A major factor in the project's success was its emphasis on nonpartisanship. All printed materials and staff members were carefully selected to ensure the program's impartial character and prevent government interference.
