Evaluation report of the impact study of participant training on development goals

The report argues that the methodology developed by AIR, while interesting, is, by reason of its deductive nature and its inability either to measure the impact of training or to provide a basis for improving training activities, of very limited value to A.I.D. The report recommends that no follow-up to the AIR proposals be made and that consideration of any future impact assessment should await further developments in the start-of-the-art. Evaluation of other areas, including follow-up in home country, is supported as an alternative. (Author abstract, modified)
