Abstract
Special evaluation covers the period 5/79-5/81; no methodology is indicated. It is recommended that the project be extended 1 year under terms of reference to be determined by the project director, USAID/UV, and representatives of the Ministry of Rural Development (MRD) provided that the project is transferred to the MRD's Direction of Rural Institutions (DRI) and that the Rural Development Organizations present detailed budgets. The project should be transferred to the DRI because of its professional competence in training, equipment, and organization; because it already provides loans to stimulate productive activities; and because it will guarantee continuation of the credit component after the project ends. The new project director should be able to communicate in English with A.I.D. personnel, delegate authority, and assure directorship in his/her temporary absence. Credit activities should be modified to bring them more in line with project targets of assisting women to improve their economic status. In cases where husbands have confiscated profits, redress should be required. At the end of the project in 9/81, an evaluation should be conducted to assess progress made in overcoming current problems.
