Abstract
The Western Hemisphere Region (WHR) of the International Planned Parenthood Federation will implement the project by expanding clinical services and community-based contraceptive distribution (CBD) programs and by broadening information, education, and communication (IEC) services. WHR funding and technical and commodity support services will concentrate on three countries (Brazil, Colombia, Mexico) in which no A.I.D. bilateral program exists, unmet FP needs far exceed FPA capacities, and the local FPA is well-established and has an effective expansion strategy. In Brazil, WHR will help BEMFAM expand its CBD program to 1 million new acceptors in five states; increase services at its network of clinics to include natural FP and voluntary sterilization; and establish a training center in Rio de Janeiro which will train 970 FP technicians. In Colombia, the project will help PROFAMILIA increase the number of CBD posts from 280 to 540; expand clinical FP services to 99,000 new acceptors; fund 100,000 voluntary sterilizations; and promote FP through the mass media. In Mexico, WHR will help MEXFAM expand its CBD services to a total of 463,000 new acceptors in Mexico City, other cities, and rural Indian areas in Veracruz State. WHR will also support efforts of FPA"s in other Latin American countries to improve FP services and establish management information systems. Contraceptives and other commodities will be provided to support clinical services, CBD, and commercial marketing; early analyses of the commodity program will identify past trends and present and future needs. WHR will also provide TA and equipment to help FPA"s develop consumer-oriented IEC programs through research into consumer preferences for FP services. Some 10-15 FPA"s will receive subgrants to implement the new programs. To improve program management and increase technical cooperation among FPA"s, WHR will provide 20 personnel from 10 FPA"s annually with observational tours to other FPA"s in the region. Amendment of 7/7/87 increases funding and extends final obligation date to FY"91 and PACD to 12/31/93. New emphases will include: lowering the cost of contraception for clients; more collaboration with other public and private organizations; a shift towards serving less well-established FPA"s and lower-income areas; and creation of five collaborative networks of private doctors.
