Abstract
PPFA will implement the project through Church World Service (CWS) assisted hospitals and clinics. PPFA will conduct a survey with CWS assistance to determine which local FP programs should be given priority and will supply FP commodities to those programs. Emphasis will be given to existing programs tied to CWS-operated facilities. To strengthen the institutional base of local FP efforts, TA will be provided in developing and distributing training materials for staff (program administrators, physicians, nurses, midwives, paramedical personnel, and social workers) of CWS-assisted FP facilities. Local FP administrators will be given program development and management assistance. Management training will be provided to improve patient recording procedures and fiscal and commodity accountability controls. Local FP administrators will also be trained in patient referral procedures, outreach and follow-up methodology, and in preparing requests to CWS and PPFA headquarters for FP supplies. TA in drafting medical and paramedical standards and procedures will also be provided to local programs. FP practices will be promoted through the distribution of leaflets and the use of audiovisual materials. Project orientation and training institutes for CWS field representatives will be held on a regional basis by PPFA and CWS headquarter staff. In addition, conferences and workshops for CWS field personnel and local FP administrators will be conducted on staff motivation, patient education, etc. Pilot demonstration and applied research activities will be undertaken, e.g., to link FP services with food distribution programs or to support new local FP programs. Project implementation will be facilitated by the development of management information and evaluation systems. Amendments of 4/72, 6/73, 1/74, 10/74, 8/75, 1/76, 8/77, 6/15/78, 8/78, 12/79, 2/80, and 12/80 provide additional funding and commodities. Amendment of 6/27/78 provides a one-month unfunded extension. Amendment of 11/79 states that funds shall not be provided for subprojects nor subcontracts after 9/75; expenditures for the above activities ordered or shipped prior to 9/75 may not be incurred after 3/77. Amendment of 2/83 (PD-AAM-865) extends the project through FY87. PPFA will provide technical and financial assistance to about 100 FP projects in 40-50 LDC"s annually and distribute commodities in 50-60 LDC"s. Assistance will also be provided to develop FP services related to maternal/child health and rural health delivery systems.
