Project to help the Government of Haiti (GOH) establish a national family planning (FP) program.

Abstract
The Department of Public Health and Population (DSPP) and its Division of Public Hygiene (DHF) will be the primary implementors. To strengthen FP program management, consultants will upgrade DSPP"s use of service statistics, streamline its decisionmaking structure, and provide in-service staff training. FP management training (brief U.S. courses and 15 in-country seminars) will be held for key staff. To upgrade maternal/child health and FP services, the project will (1) increase from 123 to 235 the number of DSPP facilities providing FP counseling and services and from 9 to 30 the number providing sterilization (10 will be equipped to use laprocators); (2) train 80% of DSPP health professionals in FP counseling and services; (3) establish 3 rural nurse/auxiliary training centers and hold 2 annual workshops for nurses and auxiliaries; (4) provide FP orientation to medical students; (5) develop information, education, and communications (IEC) materials for use by health workers and traditional midwives; and (6) fund 4 small operations studies each year. To support FP services by private groups, local workshops will be held, IEC materials developed, and contraceptives provided as needed. Efforts will be made to increase private physicians" knowledge of FP and to train military doctors in FP techniques and provide courses for military staff. A national contraceptive retail sales program will ensure alternative access to reasonably priced contraceptives. Community and private support for FP will be expanded. Urban efforts will include encouraging factory workers to participate in the GOH"s mobile clinic program; encouraging FP seminars for youth organizations; and strengthening media coverage of FP. In rural areas, efforts will be made undertake "mini" IEC efforts through 1,000 Community Action Councils. Finally, population policy seminars will be held, GOH participation at international population policy meetings funded, and U.S. graduate training in demography provided to 5 persons. Amendment of 3/31/87 extends PACD 2 years. Activities are to: add a national FP coordinator; improve public sector FP management; upgrade at least one central referral clinic in each of the 15 public health districts; support IEC; and fund technical and managerial training and policy and medical studies.
