Summarizes interim evaluation (XD-AAZ-065-A) of a project to strengthen the institutional capacity of the Burkina Ministry of Health and Social Action (MOHSA) to develop and execute improved family planning (FP) information and service programs.

Abstract
External evaluation covers the period 6/86-11/88. The project has made excellent progress and general objectives are being met. In a short time, it has developed skilled personnel, strong management, appropriate training resources and service delivery, and a movement toward self-sufficiency. Coordination among MOHSA, USAID/B, and the cooperating agencies has also been close and productive. FP services are now available at 50-60 clinics, compared to a goal of 40 clinics, and FP acceptors are increasing faster than the anticipated 10% per annum. A model maternal and child health center for child spacing has been established and 7 others have been added to permit all trainees to receive IUD and other practical training. All centers are functioning well. The three planned reference centers on sexually transmitted diseases have been reduced to two for financial reasons. These centers should be operational before the end of the project. Both a clinical staff training program and an IEC program are now in place. The project has trained 96 health personnel and 83 social action personnel towards goals of 165 and 120, respectively. Some trainers have provided secondary FP training for their staffs at provincial and departmental levels, while about 50 staff members have been trained out of country. MOHSA management has been improved by development of recordkeeping, logistics, and supervisory systems. By the end of the project, MOHSA will have developed and used a comprehensive portfolio of IEC materials (including radio and TV productions) which have been thoroughly tested for their applicability to Burkinabe culture. The major lesson learned is that sustainable results can be expected from development of a national training team to serve as core trainers of remaining personnel.
