Abstract
Evaluation covers the period 9/78-6/80 and is based on a review of project documents. The project is progressing according to design, with the pilot training exercise to be held on schedule. There is not enough time after the training test, however, to allow for the resultant material to be revised and the handbook to be produced and published within the allotted timeframe. In the interest of quality, an additional 4 months will be required if the project handbook is to be properly finished. The need for this extension does not reflect any lack of performance by the contractor and is in the interest of A.I.D. The beneficiaries will be the trained personnel of the developing nations" technology innovation systems, then the small farm operator clients of these systems, and, ultimately, the producers and consumers of the resulting food products. The goal to increase the income and welfare of the poor majority in developing nations is stated to be beyond the project, hence the inability to report any progress made towards that goal. It was decided to extend the project"s completion date from 11/15/80 to 4/15/80, with no additional funds to be provided.
