Abstract
The initiative aims to expand access to and choice of health services, improve the quality of care provided by the private health sector, enhance financial protection through advancing universal health coverage, and strengthen the capacity of the Ministry of Health and Public Health Emergency Operations Center (MOH/PHEOC) through networking, partnerships, and sponsorships for sustainability. The work plan is guided by the vision of improving the health and well-being of the Liberian people through private sector engagement and marketplace activities. The mission is to strengthen the private health sector in Liberia by promoting a supportive environment for private sector growth and development. The guiding principles include collaboration, innovation, and sustainability. The Liberia activity is focused on addressing the country's health challenges, including high maternal and child mortality rates, limited access to health services, and inadequate health infrastructure. The country context and background highlight the need for private sector engagement to address these challenges and improve the health outcomes of the Liberian people. The proposed approach for private sector engagement includes strengthening private health facilities through optimizing government engagement, improving the quality of care provided by the private health sector through capacity building of the MOH/PHEOC unit, enhancing financial protection through advancing universal health coverage, and strengthening the capacity of MOH/PHEOC and the Healthcare Federation of Liberia (HFL) through networking, partnerships, and sponsorships for sustainability. The work plan outlines several objectives and activities to achieve these goals. Objective 1 aims to expand access to and choice of health services through strengthening private health facilities and improving the quality of care provided by the private health sector. Activity 1 focuses on strengthening private health facilities through optimizing government engagement, while Activity 2 aims to improve the quality of care provided by the private health sector through capacity building of the MOH/PHEOC unit. Objective 2 aims to improve the quality of care provided by the private health sector through capacity building of the MOH/PHEOC unit. Activity 2 focuses on developing an inventory and repository of training materials, while Activity 3 aims to strengthen the stewardship role of the MOH/PHEOC unit. Objective 4 aims to strengthen the capacity of MOH/PHEOC and HFL through networking, partnerships, and sponsorships for sustainability. Activity 5 focuses on operationalizing and institutionalizing the private sector engagement technical working group, while Activity 6 aims to provide support to the TWG to improve its capacity to interface with ecosystem players outside the Ministry of Health. The marketplace approach and implementation plan outline several objectives and activities to achieve the goals of the work plan. Objective 1 aims to initiate partnerships and grants, while Activity 1.1 focuses on initiating early funding. Objective 2 aims to expand partnerships and develop the Liberia Health Market Mechanism (LHM), while Activity 2.1 focuses on expanding financial offerings and partnerships.
