Final performance evaluation : livelihoods and inclusive finance expansion (LIFE)

This evaluation assessed LIFE’s ability to adapt to the evolving crises facing Lebanon; the current challenges faced by micro, small, and medium-sized enterprises (MSMEs); and LIFE’s ability to integrate women and youth into MSME financing and support services. The evaluation team carried out a total of 23 key informant interviews, 25 focus group discussions, and a survey of 121 MSME beneficiaries. LIFE has encompassed a diverse range of activities, as its priorities have shifted in response to Lebanon’s recent crises. Over this time, LIFE demonstrated an ability to remain responsive to stakeholders and their emerging needs. Overall, LIFE grantees greatly appreciated LIFE’s flexibility and adaptability, as well as LIFE’s efforts to keep MSME support flowing throughout the crises. Currently, MSMEs face many challenges caused by the country’s economic crisis, most notably access to reliable electricity and dealing with hyperinflation and a highly volatile exchange rate. As a result, many of these businesses have closed their doors. Opportunities do exist, however, to provide MSMEs with support in the future that can help them weather the crises, including a combination of grants and subsidized loans.
