Abstract
Divided into five parts, the report states the philosophy and principles of the CRSP, describes the planning process, presents the global plan, explains the structure and functions of the CRSP"s management entity, and provides (in appendices) extensive supporting materials. It is recommended that the CRSP be funded at Support Level 3 - the Preferred Plan - and address constraints on the production and utilization of beans and cowpeas in eleven countries: Malawi; Tanzania; Kenya; Nigeria; Cameroon; Senegal; the Dominican Republic; Guatemala; Ecuador; Guyana; and Brazil. The proposed CRSP would also fund: a bean seed quality and multiplication program in Honduras or the Dominican Republic; separate laboratories to work in the areas of environmental stress, nitrogen fixation, and nutrient use efficiency (including salt tolerance); a farming system research team; a team to evaluate sociocultural (including economic and sex-linked) constraints on new technologies; and the development of seed production systems and techniques for introducing high-quality seed to small farmers. Specific LDC and U.S. cooperating institutions are proposed and it is recommended that MSU serve as the management entity.
