Abstract
The country imports about 45% of its energy supplies. This report evaluates options for restructuring Macedonia"s power sector. Following an introduction, Section 2 provides background information on legal, economic, institutional, and political factors. Section 3 presents the rationale for restructuring, identifies international restructuring models, recounts experiences in other eastern countries, and then presents three options for restructuring: (1) a vertically integrated utility; (2) separation of generation and transmission from distribution; and (3) a state-owned holding company or division based entity. The pros and cons of these options are discussed in Section 4, while Section 5 outlines a possible implementation plan.
