Abstract
In Bosnia and Herzegovina (BiH), the DSO's role is being redefined to ensure a well-functioning electricity retail market. The DSO's primary tasks and responsibilities include managing the distribution network, ensuring the quality and reliability of electricity supply, and providing access to the network for all market participants. Retail market competition and unbundling requirements for DSOs are essential for creating a level playing field. The EU Directive's requirements for retail market processes, such as customer contact, dispute settlement, and information exchange, must be implemented to ensure a competitive market. The DSO must define processes for customer connection and disconnection, supplier switching, and invoicing, among others. A gap analysis of existing legislation and codes in BiH reveals that the DSO's roles and processes are not clearly defined. The existing framework does not provide sufficient guidance on the DSO's responsibilities in relation to the retail market. To address this gap, the USAID Regulatory Energy Assistance Project (REAP) has contracted DNV KEMA to provide technical assistance. The technical assistance aims to define the roles and processes for a well-functioning electricity retail market, taking into account European best practices and the specific situation in BiH. The project involves drafting missing processes and defining the DSO's role on the retail market. The DSO's responsibilities in relation to the retail market, including customer contact, dispute settlement, and information exchange, must be clearly defined. The DSO's role as a neutral retail market facilitator is critical for ensuring a competitive and well-functioning electricity retail market in BiH. The DSO must manage the distribution network, ensure the quality and reliability of electricity supply, and provide access to the network for all market participants. The implementation of the EU Directive's requirements for retail market processes is essential for creating a level playing field. The technical assistance project will result in the development of a comprehensive framework for the DSO's role in the retail market. This framework will provide guidance on the DSO's responsibilities, including customer contact, dispute settlement, and information exchange. The framework will also define processes for customer connection and disconnection, supplier switching, and invoicing, among others. The successful implementation of the DSO's role as a neutral retail market facilitator will ensure a well-functioning electricity retail market in BiH. The project will contribute to the development of a competitive and efficient market, which will benefit all market participants, including consumers, generators, and suppliers.
