Abstract
PROPOR achieved its overall objective. ADF developed and applied a successful approach to broaden and improve public discussion on macro-political issues (e.g., freedom of association, transparency of public finance, elections, judicial reform, local government, land tenure, health), while strengthening CSO capacity to promote this discussion. ADF developed effective CSO advocacy skills, worked with an ever-expanding group of CSOs seeking to apply these skills, and contributed to creating a tradition of grassroots- based advocacy in Mozambique. Dialogue on macro-political issues increased between CSO and government officials and within the CSO sector itself. Mozambican citizens were exposed to a greater level of information and public discussion on macro-political reform issues. Specific achievements included the following: (1) A total of 98 Mozambican CSOs gained an understanding of the basic notions of advocacy and developed skills in planning advocacy campaigns; 54% of these organizations applied new knowledge and skills to developing a campaign on an issue of importance to their constituents. (2) Mozambican trainers were trained and relevant training materials developed. These are currently being used to build the skills of Mozambican CSOs. (3) Mozambican CSOs conducted 20 advocacy campaigns to influence policies and practices related to the macro-political areas of interest to the project. Seventeen of these were supported by PROPOR subgrants. (4) Mozambican CSOs introduced new legislation or proposed changes to legislation 14 times. While several of these have not yet been acted upon, the CSOs were successful in influencing public policy 7 times. (5) Ten coalitions of NGOs were formed to pursue advocacy on issues of common interest. (6) Consultation and dialogue on policy between Mozambican CSOs and government officials was expanded. (7) Four new linkages were created between Mozambican CSOs and their counterparts elsewhere in the region and in the world.
