Abstract
Department of Agriculture) contracted to provide programming services for A.I.D. participants. This study evaluates their working relations with the Office of International Training (OIT) in addition to their administrative procedures and management practices. The contractor undertook a document review, interviewed AID/OIT and contractor staff, made site visits to 24 training institutions, and interviewed 183 participants and 70 university staff members. This is a very thorough evaluation, containing many concrete recommendations in the areas of training design, selection and placement, pre-departure preparation, English language training, orientation, and support services. This evaluation also recommended that OIT contract one organization to manage the training program to facilitate monitoring and management. (Author abstract, modified)
