Abstract
Commodity Import Programs (CIP"s) and CIP-like programs is presented. The report: (1) describes the major characteristics of CIP and CIP-like programs; (2) discusses the purposes of evaluating these programs; (3) presents a scope of work for designing the evaluation; (4) analyzes initial data gathering efforts, with emphasis on interviews (sample questionnaires are included); (5) discusses evaluation of the program"s economic and non-economic impacts; and (6) presents a model outline of the evaluation report itself. Annexes contain model scopes of work which incorporate many of the lessons learned from other evaluation efforts, a brief review of World Bank evaluation documents, and a list of reference materials.
