Abstract
Shortages of trained personnel will occur. But more importantly, there is an absence of proper management structure which may seriously reduce the sector"s capacity to absorb external aid. Furthermore, Haiti does not have the financial resources to provide the support needed to implement projects in the agricultural sector. This situation is unlikely to improve in the next five years.
