The fiscal reform initiative in Tunisia aims to modernize the country's tax administration system.

Abstract
The current system is composed of various applications developed independently, with different technologies and in some cases, very old systems. This has created limitations in using the system and made maintenance difficult. To address these limitations, the Centre Informatique du Ministère des Finances (CIMF) has planned to refit the system and developed a plan for urbanizing the fiscal and tax information system in 2010, in collaboration with the Direction Générale des Finances Publiques (DGFIP) French. The CIMF has identified the need for a centralized reference system for all shared data, which would unify processes and facilitate operational activities, provide easy and unique access to all users, and dematerialize documents and workflows. This collaboration respects the CIMF's guidelines for developing the system internally, starting with the three priority applications: Adhésion à distance, Référentiel, and Compte Fiscal. It also aligns with the project FIRST's objectives of supporting the Tunisian government in improving the efficiency, transparency, and costs of the fiscal administration. The project FIRST is a technical assistance and capacity-building program between USAID and the Tunisian government, focusing on four components: efficiency, transparency, and cost of fiscal administration compliance; fiscal policies; other tax reform priorities; and communication. The project aims to support the Tunisian government in implementing fiscal reforms and improving the efficiency of the tax administration system.
