Abstract
This paper identifies policy and service delivery challenges to realizing this new vision. Initial sections of the report present the ICPD"s consensus definition of reproductive health and the main reasons why services should be integrated (to better meet client needs and to improve service efficiency and effectiveness). The next section, the heart of the report, draws on more than 50 published and unpublished impact evaluations, operations research and demonstration projects, and studies of national programs over the past 25 years to delineate challenges posed at the donor, national program, and service delivery levels to the integration of reproductive health services. Expected costs and funding sources are discussed in conclusion. An extensive bibliography is included.
