Laos Microenterprise supported by USAID aims to strengthen the competitiveness of microenterprises in Laos by expanding access to and adoption of business skills, modern technologies and practices, finance, market linkages, and public-private dialogue.

Abstract
The Activity's support will benefit at least 8,000 microenterprises, leading to 25 percent higher revenues and $1.3 million new investments. The Activity's project design is based on a theory of change that if microenterprises have improved entrepreneurial skills, improved access to technology and capital, are able to reduce operation costs, and create market linkages, and if the government of Laos gives more policy voice to these businesses, then Laos microenterprises will become more efficient, more effective, and thus more competitive. The Activity team will use a holistic push-pull approach to spur enterprise competitiveness along targeted value chains. Implementation of the Activity's objectives is underway, with a focus on expanding access to and adoption of business skills, modern technologies and practices, finance, market linkages, and public-private dialogue. The Activity has identified existing and potential market opportunities and incentives and is engaging medium and large businesses to invest in their operations and supply chains, while pulling microenterprises into productive market systems. During the second quarter of fiscal year 2021 (January to March 2021), the Activity made significant progress in achieving its objectives. Key highlights include the completion of a Market Systems Analysis, which identified opportunities for microenterprises to access new markets and increase their competitiveness. The Activity also conducted a series of training sessions for microenterprise owners and managers, focusing on business skills, financial management, and market linkages. In addition, the Activity made progress in expanding access to finance for microenterprises. A total of 500 microenterprises received training on financial management and access to credit, and 200 microenterprises were provided with access to credit through a partnership with a local bank. The Activity also established a network of microfinance institutions to provide financial services to microenterprises. The Activity's progress is being monitored and evaluated through a range of indicators, including the number of microenterprises that have improved their business skills, access to finance, and market linkages. The Activity is also tracking the impact of its interventions on the competitiveness of microenterprises in Laos. The Activity faces several challenges, including the need to increase the number of microenterprises that have access to finance and market linkages. The Activity is working to address these challenges through a range of strategies, including the establishment of a network of microfinance institutions and the provision of training and technical assistance to microenterprise owners and managers. Overall, the Activity is making significant progress in achieving its objectives and improving the competitiveness of microenterprises in Laos. The Activity's holistic push-pull approach is spurring enterprise competitiveness along targeted value chains, and its interventions are having a positive impact on the competitiveness of microenterprises in Laos. The Activity's progress is being reported to USAID/Laos under Cooperative Agreement No. AID-72048618CA00007. The report highlights the achievements during the reporting period and presents progress against indicator targets. The Activity's quarterly progress report provides a comprehensive overview of its progress and achievements during the second quarter of fiscal year 2021.
