Abstract
The project will be implemented in Viet Nam's two largest cities, Ho Chi Minh City and Ha Noi, and will focus on four key work packages: ENHANCE, REPORT, ASSIST, and SWEEP. These work packages are designed to expand contact investigations, engage the private sector, provide differentiated social support, and conduct mobile X-ray screening for key populations. The project will be implemented by a consortium of five partners, including IRD VN, Friends for International TB Relief (FIT), the Center for Development of Community Health Initiatives (CHI), the Clinton Health Access Initiative (CHAI VN), and the Viet Nam Integrated Center for TB & Respirology Research (VICTORY). The project will be managed by IRD VN, with CHAI VN serving as the technical lead. The ENHANCE work package aims to increase notification among under-diagnosed TB patients through active screening for TB in persons with a history of exposure to a person with active TB disease. This will be achieved through the procurement and distribution of Xpert cartridges, retraining of healthcare workers, and contact investigations with index patients. The project aims to enumerate over 13,000 contacts in the ACIS system and initiate LTBI treatment for over 1,000 contacts. The REPORT work package focuses on market-friendly private sector engagement, with the goal of increasing access to TB care through the private sector. This will be achieved through the development of training materials and retraining sessions for healthcare workers, as well as the distribution of referral vouchers and patient booklets. The ASSIST work package provides differentiated social support to TB patients, with the goal of improving treatment outcomes and reducing catastrophic costs. This will be achieved through the development of patient booklets and referral vouchers, as well as the provision of social support services. The SWEEP work package conducts mobile X-ray screening for key populations, with the goal of increasing access to TB diagnosis and treatment. This will be achieved through the organization of mobile X-ray screening events and the distribution of referral vouchers and patient booklets. The project will be evaluated through the EVALUATE work package, which will provide enhanced monitoring and evaluation of the project's activities and outcomes. This will be achieved through the development of a project management office, the establishment of a project steering committee, and the implementation of a customer relationship management system. The project will be implemented over a period of three years, from October 1, 2021 to September 30, 2024. The project's budget will be managed through a detailed budget narrative and a separate Excel workbook. The project will be updated regularly to reflect implementation realities and to ensure that the project remains on track to meet its objectives. The project's implementation plan outlines the activities required to complete the objectives of the project, including the procurement of Xpert cartridges, retraining of healthcare workers, contact investigations with index patients, and the provision of social support services. The project's timeline is outlined in the activities and timelines section of the work plan, which provides a detailed breakdown of the activities required to complete the project's objectives. The project's management and staffing plan outlines the roles and responsibilities of the project team, including the project manager, the technical lead, and the project coordinator. The project's governance structure is outlined in the steering committee section of the work plan, which provides a detailed breakdown of the roles and responsibilities of the project steering committee.
