Project to help the Government of Pakistan (GOP) replace poppy cultivation with diversified agricultural and nonagricultural employment in the Gadoon-Amazai area of Northwest Frontier Province (NWFP).

Abstract
The NWFP Government will implement the project, which will initially provide short-run, high-visibility improvements, followed by major efforts in agricultural and infrastructural development and vocational training. All activities will complement GOP poppy control efforts. During the first year, activities will include: (1) short-run employment in small-scale construction of roads, schools, and irrigation systems (these activities will be implemented by 10 local councils) and (2) the introduction of improved winter wheat varieties (with free seed and fertilizer distributed as needed). Five extensionists will receive on-the-job training while beginning field trials and demonstrations (16 farms) in wheat growing and seed production. Summer field research will test primarily rainfed but also irrigated lands" potentials for wheat, maize, millet, and other alternatives to poppy. NWFP units and local councils will conduct resource surveys and design Phase II activities. During Phase II, field trials and demonstrations will continue and activities in watershed management, reforestation, pasture improvements, ruminants and poultry, watercourses, and marketing opportunities will begin. Infrastructural improvements will also be continued and expanded; together, Phase I and II will build or provide 33 miles of roads and 150 miles of paths, electrical power for 30 villages, 27 new and 28 repaired potable water systems, and check dams and field channels to irrigate 375 acres of 5-15 acre plots. Outmigration job opportunities will be increased via training of 5,500 men in basic and technical construction skills. Basic education of both sexes will be enhanced by the construction of 30 schools and repair of 35. Overseas and inservice management training for NWFP government personnel and specialized short-term training for local officials will be provided. Amendment (7/84) changes title (formerly Gadoon-Amazai Area Development), reflecting project expansion to other poppy-producing areas in NWFP, e.g., Dir, Mohmand. (PD-CAI-289) Amendment (9/87) extends PACD to 9/90 and funds the development of physical infrastructure in Gadoon. (PD-CAX-053) Amendment (9/88) extends PACD to 8/93; funds another phase of agricultural, infrastructural, and training efforts in Gadoon and a first phase in adjacent Kala Dhaka (where some drug dealers and cultivators have relocated), and partially funds a new drug abuse prevention center. Beneficiaries in Gadoon are now required to contribute to project costs. (PD-AAY-514)
