Abstract
The project aims to increase the organizational integrity, operational effectiveness, and long-term viability of these partner organizations, which play an important role in achieving the country's development objectives. The HICD Activity will provide a range of services, including performance assessments, implementation of performance solutions, and exchange visitor support. The project will also establish a Center of Excellence (CoE) to connect professionals advancing HICD and shared national goals in a vibrant peer network. The CoE will provide practical support and incentives for local professionals to lead HICD and apply the Collaborating, Learning and Adapting (CLA) toolkit. The project will engage local subcontractors to provide HICD services, with a focus on developing the capacity of these subcontractors through the Kaizen Accelerator approach. This approach will support subcontractors to cooperate by sharing experiences, learning, and installing donor-compliant systems in the Georgian context, while also competing to win awards. The HICD Activity will also provide exchange visitor support services to all USAID/Georgia programs. As a cross-cutting theme, gender will be integrated into all activities of the project by identifying and addressing any gender-related disparities experienced by employees within the partner institutions. The project organization is led by the HICD Chief of Party (COP), who supervises the long-term field team and directly supervises the Deputy Chief of Party (DCOP) and the Operations and Procurement (OP) Director. The DCOP oversees the Program Team, which includes the Center of Excellence (CoE) Manager, Acceleration Advisor, Monitoring, Evaluation, and Learning (MEL) Specialist, Organizational Development (OD) Advisors, and Communications Specialist. The HICD Activity will produce a variety of products to communicate key results and activity of interventions, including social media posts, videos, and one-pagers that communicate project successes and lessons learned to both USAID and partner organizations. The project will also establish a system for monitoring, evaluation, and learning to track progress and identify areas for improvement. The project will be implemented over a period of five years, from December 21, 2020, to December 22, 2025. The HICD Activity will engage with a range of stakeholders, including partner institutions, local subcontractors, and USAID/Georgia programs, to achieve its objectives and contribute to the development of Georgia. The project will focus on achieving the following results: * Increased organizational integrity, operational effectiveness, and long-term viability of key strategic partner institutions in Georgia * Improved performance of partner institutions in areas such as human resources management, financial management, and organizational development * Enhanced capacity of local subcontractors to provide HICD services * Increased exchange visitor support services to all USAID/Georgia programs * Improved communication of project successes and lessons learned to both USAID and partner organizations The HICD Activity will use a range of tools and approaches to achieve its objectives, including the Kaizen Accelerator approach, the Collaborating, Learning and Adapting (CLA) toolkit, and the Monitoring, Evaluation, and Learning (MEL) system. The project will also engage with a range of stakeholders, including partner institutions, local subcontractors, and USAID/Georgia programs, to achieve its objectives and contribute to the development of Georgia.
