Abstract
The project will be implemented by a U.S. contractor. The project will have two main activities: (1) to develop specific privatization or liquidation valuations and/or plans for public services and parastatals, based on GOG priorities and economic feasibility; and (2) to transfer privatization technical skills to an official designated by the GOG to work with the TA team in developing a privatization strategy, enterprise valuations, and marketing of selected enterprises. At project conclusion, the GOG will have at least two valuations for government activities recommended for liquidation and at least four valuations for privatization of enterprises that are wholly or partially owned by the government. Marketing or sale of enterprises and government-owned assets will follow GOG approval. Follow-on phases of privatization and liquidation implementation may be possible through this project and/or the Caribbean Policy Project (5380184). The GOG counterpart working with the contractor TA team will receive intensive U.S. training. To further ensure institutionalization of the privatization process, a Subcommittee on Privatization will be established under the GOG Policy Planning and Review Committee, and will receive in-country training. The Subcommittee will be the forum for public discussion regarding privatization and liquidation.
