Abstract
The manual aims to enable users to understand the health center assessment process, identify practical solutions for commonly encountered deficiencies and problems, and prioritize recommendations to ensure physical problems are corrected and essential systems are adequate. The manual is divided into four sections, each with its own appendix, annex, and resource materials. The sections are fully referenced and page-numbered by section, with subsections indexed numerically. This design allows for easy updating and repurposing of the manual. The e-learning format enables users to access the information in a convenient and flexible manner. Section One of the manual reviews current FMOH HC standards, PEPFAR guidelines, and other relevant documents. It describes the minimum health center renovation package based on a review of the findings and documents health center space and function requirements in 2008. The section also describes the need for regular review of standards and guidelines. Notably, the manual highlights that more than 400 health centers built to the FMOH 1998 standard have only 536 square meters of usable space, which is insufficient for the added services. The estimated space needed now is 1018 square meters, with 54% of the new space required for HIV/AIDS and co-infection services. Section Two of the manual focuses on the health center assessment process. It outlines the objectives of conducting health center assessments efficiently and effectively, assessing space use within the health center compound, determining patient and staff flow patterns, collating and analyzing the findings, linking identified deficiencies and problems to potential solutions, and prioritizing health center assessment findings. The section also includes a detailed diagram of the ideal zoning of services in a standard health center, highlighting the importance of patient flow patterns and space use. The manual emphasizes the need for regular maintenance management to ensure that any improvements are not lost over time. It cautions that without preventive and routine maintenance, and a maintenance budget that health center staff can easily access, any improvements will be short-lived. The manual also stresses the importance of maintenance management for new health center construction. The manual's focus on health center renovation and expansion is critical to improving healthcare infrastructure in the region. By providing a comprehensive guide for architects, engineers, and other stakeholders, the manual aims to improve the quality of services delivered and make the health center environment safer for patients and staff.
