Guidelines for setting performance targets at district level
Under Local Government Ordinance 2001 of Pakistan, devolution of political power and decentralization of administrative and financial authority and responsibility to the districts has offered a renewed opportunity as well as challenge for strengthening the district health system for effective delivery of quality health services that are accessible, efficient and equitable.

Abstract
One of the main thrust of district health system strengthening is to improve district health system management. In this context, target setting is a dynamic process and an essential ingredient of effective management for continuous performance improvement to achieve the desired health care outcomes. This guideline provides a brief view of how to set performance targets at district level. This guideline is primarily meant for the district and tehsil level health managers.
