Abstract
Three PVO"s - Operation Double Harvest (ODH), CARE, and the Pan American Development Foundation (PADF) - will implement the project. A.I.D. will provide a Project Coordinator and technical backstopping. To strengthen its forestry program, ODH will: establish demonstration tree farms in diverse ecological zones, as well as a central nursery to produce/distribute tree seeds/seedlings; conduct forestry research; and demonstrate appropriate soil conservation methods. To support the regional forestry program of HACHO, a quasi-governmental Haitian development organization, CARE will hire a 3-person team to supervise 2 HACHO agronomists/extensionists and 2 HACHO nursery managers. These personnel, who will be trained in a CARE/ODH/PADF program, will work with HACHO animators to make local contacts through 800-900 village meetings. HACHO will establish at least 3 new nurseries and renovate another. A CARE/HACHO technical committee will review forestry subprojects (SP"s) and provide them with TA and material support. CARE/HACHO will also conduct at least 4 demonstration tree plantings, and HACHO plans to lease large areas of marginal, state-owned lands in the Northwest for large-scale plantings. PADF will establish an Agroforestry Resource Center and three regionally oriented extension teams. The teams will provide training, TA, and material support to PVO"s and local councils and groups actively interested in agroforestry and will gather detailed data on SP"s. PADF will assist both small and large SP"s and will directly assist major promoting agencies. The Project Coordinator will coordinate resource flows and intergrantee contacts; monitor progress and make mid-course corrections, and document SP results; help the grantees initiate training programs; and act as a liaison between USAID/H and project participants. Amendment of 12/14/84 increases funded and extends the project from 9/85 to 12/86 in order to expand on project successes and to contract a Title XII university to conduct an independent agroforestry research program. (PD-AAR-278) Amendment of 11/6/86 extends the PACD 3 years through 12/89 and increases funding to allow for expansion of project activities. The project will: add much-needed technical personnel to CARE and PADF staffs in the areas of training, nursery production, and research and documentation; continue the independent research program being conducted by the University of Maine; and initiate a seed and germplasm improvement program.
