Abstract
Final PES covers the period 6/83-5/85 and consists of a follow-up to a joint Jordanian/U.S. review conducted earlier in 1985. Aided by the return of the project director from long-term training and the arrival of a new long-term technical advisor, the project has made substantial progress since the 5/83 evaluation. Various educational activities have been implemented and materials have been provided to support them: three integrated media campaigns have been conducted; pamphlets and posters on three health themes have been printed; six radio and television promotions have been produced and approved for airing by the MOH; a short-term course on health education precepts and practices has been held; two project vehicles have been ordered; and a modest library for the Division of Health Education (DHE) has been established. Ten multi-media campaigns which include impact surveys were to be conducted. Because these plans were felt to be overambitious, however, the number has been reduced to four - two baseline surveys, and "before" and "after" surveys on a single health theme. The present evaluation has led to a renewed commitment to the project by the MOH, which caused considerable delay earlier in the project due to its lack of preparedness for project interventions. The project, which should be extended 1 year to 12/31/86, teaches that: (1) a project of this nature requires that contractor TA be identified and recruited early in the project; and (2) given the requirements for creating a new institutional unit within the Government of Jordan (GOJ) - in this case the DHE - staff training must be done early in the project to permit the staff to conduct later project activities.
