Project to upgrade existing systems of the Salvadoran Ministry of Public Health and Social Services (MSPAS) in health supplies management, public health infrastructure maintenance, and information management and to help MSPAS meet short-term needs for goods and services related to the provision of primary health care (PHC) and emergency medical services.

Abstract
A MSPAS Executive Management Group (EMG) will implement the project. The project will supply essential commodities to sustain a 20%-40% higher level of PHC. To enable MSPAS to handle this increase in commodities and to restore its logistical supply system, the project will provide TA, warehouse construction and upgrading, training, and supplies. To complete the nationwide cold chain, the project will supply 2 cold rooms, a refrigerator truck, and 7 freezers. The project will also help MSPAS improve its system planning, management, and administration and will establish a drug regulatory capacity; a drug quality control laboratory is projected in 2 years. The project will also supply insecticides, drugs, and spraying supplies/equipment for MSPAS"s anti-malaria program. Secondly, the project will upgrade MSPAS" capacity to plan, manage, and operate the public health infrastructure maintenance system. Additional personnel will be recruited and trained to repair and maintain biomedical equipment and vehicles. A management information system will be created in MSPAS. MSPAS"s information needs will be assessed and a data processing unit established for MSPAS" maintenance, procurement, and supply systems, including staff training. Short-term TA will help MSPAS use the system for planning. MSPAS" printing, photocopy, and graphic reproduction capability will also be upgraded. Finally, the project will upgrade MSPAS" capacity to provide emergency medical services by funding 3 mobile surgical teams: medical equipment and supplies, 27 ambulances, emergency generators, xray machines, back-up water supply equipment, surgical and first aid kits, and training materials. Simplified training in emergency first aid, wound stabilization, and patient handling will be given to 1,150 medical personnel. The project will also finance studies on the extent and nature of trauma and the rehabilitation needs of trauma victims.
