Abstract
Includes an overview of socioeconomic conditions for low-income families, an identification of larger groups, and objectives of program policy and action. The institutional means for financing housing are described, and recommendations for housing problems are addressed. Factors contributing to the problem of availability and use of urban land are enumerated. Recommendation, including establishing and financing a land development agency, are offered. Also included is an account of house construction and financing activities in the informal settlement areas. Suggestions are made for developing demonstration projects for housing and community upgrading in several urban areas. In addition, a project to stimulate development of smaller towns -- an effort to reduce migration to the cities -- is described.
