Project to strengthen the skills of Bolivian policy makers and public sector managers by creating two new Master"s programs in management/policy education at Catholic University of Bolivia (CUB), adding several short courses in related areas, and providing general institution-strengthening support.

Abstract
A U.S. university will assist CUB in implementing the project. CUB will develop a Master"s Program in Auditing/Financial Controls, and one in Public Policy and Management. The project will support curriculum design and course development for these programs, and the establishment of a tenured faculty of at least four Bolivian professors. The project will also upgrade CUB"s existing graduate programs in business administration, banking finance, enterprise finance, agricultural economics, and international trade; the new Master"s programs will be integrated with the existing programs. By project end, CUB will have awarded 94 Master"s degrees under the two new programs and 75 under existing Master"s programs to policy makers and mid-level managers; another 55 Master"s candidates will be near graduation. Because the Office of the Controller General of Bolivia and prestigious accounting firms will participate in the development of the Auditing/Financial Controls Master"s degree, this program will qualify to serve as an ad hoc accountant certification system. Secondly, CUB will provide a variety of short courses and specialized training for 865 technical and mid-level private and public sector managers; subject areas will include auditing, financial management, public administration, and subjects related to Bolivia"s structural reform program (educational reform, social security reform, decentralization, and privatization). The courses and seminars will be held in La Paz, Cochabamba, and Santa Cruz and may be tailored to the needs of the client institutions or firms. Finally, to strengthen CUB, the project will support (1) coursework abroad at the doctoral level for 8-10 professors who will teach in CUB Master"s programs; (2) faculty and student research; (3) a book/video fund which will supply textbooks, periodicals, and journals; (4) a computer network connection, which will enable access to international universities and the U.S. Library of Congress; (5) computers and other teaching materials; (6) seed money for a student assistantship fund; and (7) a program to market the two new Master"s programs. This last activity will focus on female enrollment, and will include fundraising.
