Abstract
The Ukrainian Helsinki Human Rights Union reported a total of 2,000 human rights violations, with the majority occurring in the conflict-affected regions of Donetsk and Luhansk. The most common violations included arbitrary detention, torture, and ill-treatment of individuals by law enforcement agencies. The conflict in eastern Ukraine led to a significant displacement of people, with over 1.7 million internally displaced persons (IDPs) and 1.8 million refugees. The Ukrainian Helsinki Human Rights Union documented numerous cases of IDPs facing difficulties in accessing basic necessities such as food, water, and shelter. Women and children were disproportionately affected, with many facing gender-based violence and exploitation. The Ukrainian Helsinki Human Rights Union also reported on the situation of prisoners of war (POWs) and civilians held by armed groups in the conflict zone. The organization documented cases of torture, ill-treatment, and enforced disappearances of POWs and civilians. The Ukrainian government was criticized for its handling of the conflict, with many human rights organizations expressing concerns over the use of excessive force and the lack of accountability for human rights abuses. In addition to the conflict-related human rights concerns, the Ukrainian Helsinki Human Rights Union also reported on issues related to freedom of speech, assembly, and association. The organization documented cases of harassment and intimidation of journalists, activists, and human rights defenders. The Ukrainian government was also criticized for its restrictive laws and policies, which limited the ability of civil society organizations to operate freely. The Ukrainian Helsinki Human Rights Union called on the Ukrainian government to take immediate action to address the human rights concerns in the country. The organization recommended that the government take steps to investigate and prosecute human rights abuses, ensure accountability for those responsible, and provide adequate protection and support to victims of human rights violations.
