Abstract
PES covers the period 8/79-3/82 and is based on an attached special evaluation (XD-AAM-231-A). ICLARM has successfully developed a number of multi-disciplinary approaches to living aquatic resources management in LDC"s and has established itself as an institution of considerable scientific stature. ICLARM has sponsored economic studies of aquacultural production methods; a socioeconomic appraisal of the impact of milkfish farming extension activities; and marketing studies for a molluscan bivalve production project. ICLARM has also investigated stock assessment as related to studies of traditional fishing communities; the interaction of fishery management and clam cultivation in reef fisheries; the role of acquaculture as an employment alternative for low-income fishermen; possible stocking-fishery interactions for mullet and other migratory species; and the interaction of economics and biology on all management options. ICLARM research results and advice, which have had a direct and indirect impact on LDC aquaculture and fisheries policies and have been extremely helpful in A.I.D. projects in Southeast Asia, have been communicated through a quarterly newspaper with feature articles and summaries of current fisheries activities, an excellent library and information service, and over 30 scientific and technical publications. ICLARM has demonstrated that a "non-bricks and mortar institution" with a small staff and limited budget can establish institutional linkages, implement programs, and conduct research and development at a lower cost than traditional research institutions. It is recommended that AID notify ICLARM that additional funds may not be available after the $320,000 to be added to the grant in the period 8/1/83-7/31/84; prepare documentation for these additional funds; and review the total fisheries and acquaculture program to determine the most cost-effective manner of supporting this program area in the future.
