Abstract
The field test - which corroborated the value of the methodology as refined after a test in Korea - showed that returned participants in both sectors were in many cases able, by virtue of their technical skill, concern for efficiency, and professional status, to influence their institution"s output and internal operations. In more than half the cases, links were made between impact and participant training, with the linkage clearly noted in one-third of the cases. (Author abstract, modified)
