Abstract
It suggests ways USAID can draw from this experience to make prevention possible in recipient countries. The report distinguishes between pollution control and pollution prevention approaches. It identifies seven factors or conditions that contribute to the success of pollution prevention and discusses how USAID can help establish these conditions through policy dialogue, technology transfer, and institution building. Together, these support techniques can help design and implement a comprehensive strategy by influencing all sectors of society and all environmental media. Finally, several projects are suggested for the Agency to undertake. (Author abstract)
