Abstract
In section II, the literature is reviewed and the basic issues are sifted out. In section III, the issues are posed in the form of research topics, the primary purpose being to offer guidance to field researchers in directing their efforts towards providing answers to some of the basic questions underlying the disagreement among economists over project appraisal methods.
