USAID. MISSION TO INDONESIA
Project to upgrade Indonesia"s Ministry of Health (MOH).
1978
Abstract
Project consists of subprojects (SP"s) in planning, R&D, and health education. Two other SP"s described in the 1977 Project Paper - in primary health nursing and immunization - were not approved. Amendment of 8/5/83 extends the project from 9/30/83 to 9/30/87. The health education SP will be terminated as of 9/83. The planning and R&D SP"s will be more sharply focused. In the planning SP, personnel management efforts will be reduced and advanced training of trainers stressed. In R&D, support to research conducted by universities will be added. Key research areas include personnel development, public health center management and service delivery, local financing, nutrition program management, and efficient use of pharmaceuticals. SP"s to develop an MOH management information system (MIS) and a case study in control of diarrheal disease (CDD) will be added. The latter will include epidemiologic and other studies, upgrading of surveillance systems, evaluation of existing oral rehydration therapy (ORT) and other CDD programs, feasibility studies on alternatives to ORT, and development of training methods and materials for health personnel and beneficiaries. (PD-AAP-135) Amendment of 6/2/86 extends project to 9/30/90 and focuses on CDD. ORT training/IEC outputs will include: training modules for village health workers (kader) on health education; clinical courses at 5 central and provincial hospitals; trained staff to develop ORT centers at 10 kabupatan hospitals; improved medical school curricula; a workshop for nursing faculty; mass media IEC materials; feasibility studies of commercial sector social marketing and the development of a CDD information center; an annual conference for health professionals; and a newsletter. The project will strengthen the capacity of the MOH to coordinate complex ORT-related activities (by creating a Secretariat for Integration, improving the MIS, and integrating CDD into the primary health care system) and of the national CDD office to manage ORT-related support systems (by improving CDD management, information systems, and supply management for oral rehydration salts).
