Abstract
Special evaluation covers the period 10/81-3/83 and is based on interviews and site visits. The project has been delayed by problems in institutionalizing the implementing agency, the National Institute for Campesino Training (INCCA). This and the devaluation of the sucre have allowed only 20% of A.I.D."s $2.5 million contribution to be utilized. Because the Government of Ecuador"s (GOE) integral rural development (DRI) program and INCCA were still being organized within the new civilian government at the time the project agreement was signed (8/80), three conditions were attached to the grant. By 9/8l, two of these - establishment of INCCA within the Ministry of Agriculture and Livestock (MAG) and of the multisectoral, multi-institutional council for the project - had been fulfilled. By 3/83, however, the third condition, that INCCA establish policies for the project"s Rural Training Assistance Fund, was still not fulfilled; these policies have in fact been elaborated in opposition to INCCA. Only within the last 2 months has INCCA been given autonomy and hired new staff and has the new MAG press become operational, permitting production of targeted materials. Even so, problems remain. These include the uncertainty of the GOE"s financial commitment to the project; budgetary constraints limiting INCAA to DRI activities; and the inadequacy of the personnel assigned to INCCA by the Division of Campesino Development. The major recommendation is to extend the project l8 months to allow it to be developed as a multinational model and permit execution of other recommendations, e.g., to improve the make-up of the multi-institutional advisory council; identify public and private institutions involved in DRI and determine their resources for NFE; and strengthen INCCA"s linkages with collaborating entities.
